Introduction

By sticking to the principle ‘not to own, but to use talents ’and ‘bring everyone’s role into full play’,— the PISI has established a wide network of human resources.  The institute has a staff of 600, including 400 engineers and technicians.  Among the research staff, professorial senior engineers account for 5%, senior engineers 35%, engineers 40%, master or doctoral degree holders 12%, and college diploma holders 90%.  Additionally, about 10 visiting scholars and professors are engaged from the Chinese Academy of Engineering and universities. There are 21 outstanding experts entitled to special allowance by the State Council, 30 provincial, municipal or company level leading scholars and 28 outstanding technicians.  There are 101 people who are currently on doctoral or postgraduate education program.  The institute is qualified to undertake post-graduate education program jointly with Science and Technology University of Kunming.  Furthermore, it has established joint labs with Sichuan University and the Guangzhou Energy Research Under CAS.
